Energy East Pipeline Project

The Energy East Pipeline (EEP) project was proposed to be a 4,500-kilometre pipeline carrying 1.1 million barrels of crude oil per day from Alberta and Saskatchewan to refineries in Eastern Canada. The proposal consisted of converting 3,000 km of existing natural gas pipelines to oil and constructing 1,600 km of new pipeline. The proposal also included over 70 pump stations, 4 tank terminals, and a marine terminal in Saint John, NB.  

TransCanada Pipelines Limited also proposed to construct the Eastern Mainline (EML) project, a new gas pipeline and related components between Markham, Ontario, and Brouseville, Ontario. Approximately 203 km of the proposed 279 km pipeline would have been installed adjacent to existing pipeline, railway and public highway rights-of-way.

On October 5, 2017, TransCanada Pipelines Limited withdrew its application for review of the Energy East Pipeline and Eastern Mainline projects by the National Energy Board. As a result, NRCan has concluded its activities on these projects.

Energy East Project Participant Funding Allocation

In 2016 and 2017, Natural Resources Canada sought feedback from Indigenous groups on a proposed approach to Crown consultations for the Energy East and Eastern Mainline Projects. NRCan offered participant funding to Indigenous groups potentially impacted by the projects to support their review of the draft consultation approach and to facilitate their participation in early Crown consultation activitiesFootnote 1.

The following Indigenous groups applied for and were approved for participant funding from Natural Resources Canada to support consultations on the Energy East and Eastern Mainline Projects:
